SSD compliance plan, KPIs and a new data dashboard presented to trustees

The board heard two related presentations: an annual review of the district’s special‑education compliance plan and a demonstration of a new district‑level key performance indicator (KPI) dashboard.

Susan Henry, SSD’s director of compliance, told trustees that federal IDEA requirements cascade through Missouri’s state plan to a local compliance plan and a general assurance document that SSD and its 22 component districts must adopt. She explained categories of compliance—direct, joint and separate—described state monitoring and corrective‑action processes and said parents and community members can file complaints that trigger reviews by the state education agency. Henry also noted possible future changes related to Senate Bill 68 and said SSD is monitoring whether a midyear local plan approval will be required.

Board members then reviewed the KPI dashboard, presented by the chief of teaching, learning and accountability (Molly Molton) with an overview by Dr. Charles. Presenters said KPIs are grouped by compliance, engagement, stewardship, student outcomes and workforce; each indicator has an owner on the leadership team, a definition template and an embedded review protocol to guide trustees through understanding the data, forming hypotheses and assigning actions. The dashboard was built in PowerBI and trustees were told they would receive access in a Friday packet.

Trustees asked about the length of historical data (several members requested three to five years for trend analysis), the dashboard’s relation to Missouri’s school improvement and accreditation metrics, and plans to enable drill‑downs from district to program levels. Presenters agreed additional years and drill‑down functionality are goals and said KPI reporting will be integrated into future strategy and capital‑improvement updates.

What’s next: trustees will receive dashboard access and staff will incorporate KPI reporting into upcoming strategy/CIP presentations.
