Residents press council on paving schedule, inspections and snow operations; staff outline constraints

Residents raised multiple public-works concerns during public comment and the "good of the city" portion.
Daryl Cox and others asked for a schedule for milling and paving on Lincoln Avenue, Guilford Street, Fifth Street and specific alleyways. Public works staff replied that planned resurfacing is being coordinated with water and sewer work and UGI utility work; until underground work is complete the final surface cannot be installed. Staff said some problematic sections are on the schedule for repair and that they are looking at interim fixes for sections with concrete substructures.
On inspections, staff said the city has increased inspection capacity by converting a part-time inspector to full-time and adding supervisory hours; the tenant-landlord inspection program continues and the clerk confirmed staff are attempting to collect program fees when due.
Citizens also asked about snow operations. Staff answered that the city owns snow blowers but rents tri-axle trucks for heavy snow operations. They explained that snow-emergency routes were defined by an engineer years earlier based on street narrowness and safety priorities and that narrow-street clearing is labor- and cost-intensive.
Council thanked residents for comments and said staff would follow up on specific street segments and on alleyway attention requests. No formal action or supplemental appropriation was taken at the meeting.
