Temple City introduces ordinance to adopt 2025 California building codes by reference, schedules Dec. 2 hearing

The Temple City Council on Nov. 18 introduced Ordinance No. 25-1085 to amend Title 7 of the municipal code and adopt by reference the 2025 California building, residential, electrical, mechanical, plumbing, energy and related codes with specified local amendments, setting a public hearing on Dec. 2 for full consideration and public comment.
City staff explained that adoption by reference follows a distinct Government Code procedure and therefore the council was being asked to approve introduction by title only and to set a later public hearing. "When we adopt an ordinance by reference there's a different process in the Government Code," staff said, and recommended returning to the council on Dec. 2 with the full report and ordinance text for the public hearing.
Council members asked procedural questions about why the city sometimes adopts model codes by reference and confirmed prior local practice of the same method. The council moved, seconded and approved the introduction and the Dec. 2 hearing date by roll call (Chavez, Chen, Yu, Mayor Pro Tem, Sternquist voting yes).
Next step: staff will circulate the full ordinance text and bring the item back on Dec. 2 for the public hearing and second reading; pending that hearing, no code changes take effect.
