Somerset council adopts donations, town‑hall rental and vegetation management policies

On donations and gifts, councilors amended section 2.9 to make explicit that decisions about accepting conditional donations inconsistent with the town charter are to be made by the Town Council by majority vote. The town attorney confirmed that replacing the generic word “town” with “Town Council” makes the approval authority explicit. The council adopted the resolution with that amendment.
The council also adopted a town hall rental policy that had been discussed at earlier work sessions; no citizens spoke on the item during the hearing and councilors had no substantive changes.
On overgrown vegetation management, staff said edits made after a prior work session clarify two points: (1) sidewalks must be free of vegetation for the entire usable width and must meet accessible‑path minimums (at least 36 inches) and (2) the town may require pruning or removal of private vegetation that obstructs pedestrian or motorist access or visibility, including obstruction of street signs. Council President Bar noted existing code allows adjoining property owners to maintain the unimproved portion of the right‑of‑way, and staff said the policy refers to the strip of land between curb and sidewalk.
Each of the three policies was adopted by council vote.
What’s next: staff will implement the vegetation policy and update administrative guidance; the donations policy amendment clarifies who must vote on conditional gifts and will be included in formal policy documents.
