Somerset council merges committees, delays mandatory chair term limits

Somerset’s council introduced an ordinance to update the town code governing committee membership, chair appointments and committee procedures and took two votes to merge standing advisory panels.

Councilors discussed whether to include a clause limiting committee chairs to five consecutive years followed by a two‑year waiting period. Several councilors opposed a mandatory limit, saying it could make it difficult to find qualified chairs and that the existing nomination and council‑approval process provides an alternative means to encourage rotation. The council introduced the ordinance without inserting mandatory chair‑term restrictions.

On committee structure the council considered two separate proposals. First, members debated merging the Traffic Committee into the Public Safety Committee and whether the combined body should be renamed. A motion to rename the merged committee “Public Safety and Traffic Committee” failed, but a separate motion to merge the Traffic Committee into the Public Safety Committee passed.

Second, the council voted to merge the Environment Committee with the Parks & Natural Resources Committee and rename the combined panel the Environment and Parks Committee; that motion passed with no substantive opposition recorded. The town manager said staff had contacted committee chairs about the proposals and that at least one member from the Traffic Committee had agreed to join Public Safety.

Next steps: the introduced ordinance will return for subsequent readings as required by the town code; staff will follow up with committee chairs and public notice when the new committee structures and any name changes take effect.
