Mount Clemens adopts LEAP agreement to help low-income households pay overdue water bills

On March 20 the Mount Clemens City Commission voted to participate in the Low-Income Household Water Assistance Program (LEAP), a temporary emergency program funded by federal emergency aid and administered in Michigan through the Department of Health and Human Services to community action agencies.
Staff explained that LEAP provides direct payment for overdue water and wastewater bills for qualifying residential accounts in arrears or disconnect status and may include reconnection fees. Eligible account holders must be residential customers, be at or below 150% of the federal poverty level or be receiving certain public benefits (for example, Family Independence Program, Temporary Assistance for Needy Families, Supplemental Nutrition Assistance Program, State Emergency Relief, or Supplemental Security Income). A provider participation agreement guarantees service for at least 90 days after payment. Participation by water and wastewater providers is voluntary; community action agencies will partner on outreach and direct contact with eligible residents.
Teresa McGarity, a Mount Clemens resident, earlier thanked the commission for allowing residents to access water assistance through MCOM Community Action Center. Commissioners said they will publicize the program on city channels and include information with water bills.
