Mount Clemens commissioners approved a limited trial to issue one‑day free parking passes to jurors in the Rasop parking lot from July 1 through Sept. 30, 2023, a county‑clerk‑led idea intended to increase lunchtime and downtown foot traffic.
City staff said the Macomb County clerk’s office proposed distributing date‑specific passes with a code in juror packets. The passes would be valid only on the juror’s assigned date and redeemable in the Rasop lot; parking enforcement will have the daily code and will not ticket valid pass holders. Staff and the DDA told commissioners retailers will be notified and asked to provide feedback about whether downtown business increases during the trial. The clerk’s office will not fund the program; the clerk’s staff only proposed the idea and would include the code in materials prepared by an external vendor that produces jury summonses.
Commissioners approved the trial by roll call vote and asked staff to monitor impacts and return feedback from businesses.
