The Mount Clemens City Commission voted to amend the city’s 2022–23 fiscal-year budget to cover anticipated activities across funds.
City staff said Michigan's Uniform Budgeting and Accounting Act (Public Act 621 of 1978) requires amendments when appropriations are exceeded. Mr. Shipman told commissioners that after 12 months of activity, the general fund is now projected to show approximately $97,423 in surplus, largely due to recognition of CARES Act money and previously approved offsets for sheriff services.
Finance staff (Danielle) said the city will begin producing monthly budget-to-actual reports starting in August, covering June and July results, and will continue quarterly budget amendments as needed. Commissioners asked for regular access to these reports to improve oversight.
The motion to amend the budget passed on roll call. Staff will provide the new reporting cadence and follow up with commissioners if additional adjustments are required ahead of the 2023 audit.
