Commission approves $85,200 IT master services agreement with High-tech

The Mount Clemens City Commission voted unanimously to approve a one-year Master Services Agreement with High-tech that consolidates the city’s IT support under a Premium plan for an annual premium of $85,200, pending final review by the city attorney.

City Manager Mr Shipman told commissioners the city had paid between about $80,000 and $110,000 annually under the prior arrangement, which used a basic plan plus purchases of additional time blocks. Under the new contract, the city will move to a single premium package that covers unlimited hours and retains the city’s ticketing system for tracking requests.

"They've agreed to move the city into their Premium plan which provides a greater level of service with unlimited hours for an annual premium of $85,200," Mr Shipman said during the presentation.

Commissioners who spoke during the item praised improved responsiveness from the vendor’s technician and said the city has seen fewer employee complaints since staff changes and a ticketing process were implemented. One commissioner recounted that the technician "was getting it done and getting it done as quickly as possible because he knew it was holding up business."

The motion to approve the agreement passed on a roll-call vote with all commissioners recorded as voting yes. The approval was made "pending approval of the City attorney," according to the motion.

The contract term announced at the meeting was one year; specific implementation steps and responsibilities were discussed but the commission did not detail any additional budget transfers at the meeting. The city manager said administration recommends approval and said the contract will replace the prior mix of basic plan plus hourly blocks.

What happens next: the agreement will proceed to the city attorney for final review and signature, and administration will implement the Premium service model if the attorney clears the contract.
