Davis County Commission approves trail, bikeway and facility agreements; extends cleaning contract

Davis County commissioners on May 12 unanimously approved a slate of routine agreements and policy changes, including transportation reimbursements with Clearfield City, a graduation-venue agreement with the Davis School District and a five-month extension of the county's cleaning contract while staff completes a new RFP.

The meeting opened at 10 a.m. in Commission Chambers in Farmington, where the board received an invocation from Rajan Zaid of the Universal Society of Hinduism. Kent Anderson of Community and Economic Development outlined three agenda items that the commission approved: a receivable agreement for two district graduations at Western Sports Park ($13,933.59, 05/18/2026'/19/2026), an interlocal reimbursement with Clearfield City for the Clearfield Canal Trail (payable $363,000, 05/12/2026'/06/30/2029) to build about a half mile of 10-foot shared-use path between 200 South and 300 North, and an interlocal reimbursement for Depot Street bike lanes (payable $219,000, 05/12/2026'/06/30/2029) covering approximately 0.7 miles of new bike lanes and a short section of shared-use path.

"It's a little over a half mile of new trail between 200 South and 300 North," Kent Anderson said of the Canal Trail project, emphasizing its role connecting across I-15 toward Layton's Case Creek Trail. Commissioners moved, seconded and approved items 3, 4 and 5 without dissent.

Michelle Hicks, representing the county's Animal Care Department, asked the board to authorize standing solicitations of dine-to-donate partnerships with local for-profit restaurants to build a dedicated medical fund for animals awaiting adoption. "The primary objective of these solicitations is to build and maintain a dedicated medical fund," Hicks said. The commission approved the authorization as item 2.

Sherry Meyer of the controller's office asked that remaining tax-sale parcels be sold through the traditional bidding process and not split into smaller lots; commissioners approved the motion as item 6. Lane Rose, the county's director of facilities, requested an amendment to extend Caliber Cleaning Services' contract through Oct. 31, 2026, at $27,701 per month while an RFP is finalized; that amendment was approved unanimously as item 7.

Human Resources staff recommended the county decline an additional 1.25% URS tier 2 pickup for public safety employees and continue the current employer pickup of 2.59%; the commission approved that decision as item 8. Chief Arnold Butcher presented three sheriff's office items: adoption of the Utah Community Wildfire Preparedness Plan for Davis County (WUI plan) effective 05/12/2026 through 05/12/2031 with no financial attachment; a temporary retention incentive and limited policy exception to retain dispatchers through an upcoming consolidation/transition; and an Emergency Management Performance Grant (EMPG) application. In presenting the grant, the sheriff's office referenced both $50,000 and $75,000 in the same explanation; the record contains inconsistent phrasing about the grant amount.

All motions on the agenda, including consent items 12 through 16 and motions taken while the commission recessed to serve as the Board of Equalization, were approved unanimously. The meeting reconvened and adjourned at 10:19 a.m.
