Fernley approves $46,400 payment to BLM to continue land conveyance work

The Fernley City Council voted unanimously March 4 to provide $46,400 to the Bureau of Land Management (BLM) to continue processing phase 2 of a multi-parcel land conveyance. Acting City Manager Lydia Alt outlined the request and the work covered by the funds.
Alt said the BLM contributions since September 2024 totaled $195,100 and that phase two comprises roughly 15 parcels (about 7,581 acres). The requested city contribution of $46,400 breaks down as $35,200 to continue processing phase 2 conveyances and $11,200 for reversionary interest work on parcels 4 and 8, work that includes cadastral surveys, NEPA compliance materials, historic preservation treatment planning and mineral potential reports.
Alt summarized previous expenditures related to phase one conveyance (BLM-conveyed eight parcels yielding 2,167 acres) and explained that part of the larger phase-two cost related to extensive baseline studies, habitat and cultural surveys, and NEPA-related field work. She also noted that Wood Rogers had been engaged on related services and that the scope had at times been adjusted when the BLM used categorical exclusions to narrow requirements.
Councilman Hannon made the motion to approve payment; the motion carried 5-0. City Treasurer Robert Carson offered to provide additional budget carryover figures when requested by council.
Next steps: Staff will process the payment to the BLM to continue environmental and conveyance processing; staff committed to provide budget details to council on request.
