Crystal (staff) said she had reviewed the relevant chapter and that the committee could amend the policy to include applicants with that status, but cautioned that the HCI committee must vet applications carefully to ensure proposed uses align with a court order governing HCI funds. "I don't see any reason why you couldn't amend it to add the 19 status if you wanted to," she said, adding that improper uses could cause trouble if not consistent with the court order.
Crystal recommended relying on the HCI committee's existing vetting process, noting government bodies and 501(c)(3) organizations must both adhere to the HCI criteria for health, wellness and quality-of-life purposes. Committee members agreed to prepare any necessary policy edits over the next months so the change could be considered in the fall.
