Emmet County board approves fund transfers, roads program, appointments and schedules rezoning hearing

At its April 28 meeting the Emmet County Board of Supervisors approved several administrative and budgetary items the board described as routine county business.
The board adopted Resolution 26-17 authorizing transfers to Secondary Roads of $1,277,233 and interagency fund transfers from Non-Departmental to EMPG ($90,498) and HAZMAT ($7,698), for a combined total of $1,375,429. The motion to adopt Resolution 26-17 was made by Tim Schumacher, seconded by Todd Glasnapp; a roll call vote recorded all five supervisors as voting yes.
County Engineer Walter Davis-Oeth presented the FY2027 Secondary Roads budget for submission to the Iowa Department of Transportation; supervisors approved the budget (motion by Glasnapp, second by Pluth). The board also adopted Resolution 26-14, approving Emmet County's Five-Year Construction Program for FY2027 (motion by Jeff Quastad, second by Tim Schumacher; roll call unanimous). In personnel actions, the board appointed Allison Fisher as Emmet County Weed Commissioner (motion by Tim Schumacher, second by John Pluth), approving a $6,000 annual wage to be paid over six months and divided equally between Fisher and Dan Burton, the weed inspector, with the split beginning on the May 2026 payroll. Supervisors also voted to continue a zoning stipend for Tammy Stine beyond the originally scheduled March 2026 stop date (motion by Todd Glasnapp, second by Jeff Quastad).
Planning and Zoning’s recent denial of Eric Olson’s request to rezone land from A-1 Agriculture to I-1 Light Industrial was recapped; the board set a public hearing on Olson’s rezoning request for May 12 at 8:50 a.m. (motion by Glasnapp, second by Pluth).
Joel Christensen of Christensen Construction presented a courthouse landscaping and exterior lettering proposal, with a landscaping quote of $15,390. The board also recorded multiple manure management plans submitted for county records for several facilities; site numbers were read into the record.
The meeting concluded with a motion by Jeff Quastad, seconded by Todd Glasnapp, to adjourn at 10:05 a.m.
