Appropriations committee advances governor’s supplemental language, including emergency food aid increase and dam repair funding

The Maine Legislature’s Appropriations Committee met and unanimously approved a package of language from the governor’s supplemental budget, advancing a set of technical and programmatic changes the committee said will be folded into the larger budget later in the process.

The session included several budget mechanics moves: Part D authorizes transfers within or between departments to maximize use of state and local fiscal recovery funds; Part R transfers $2.5 million from the reserve for operating capital to the unappropriated surplus; and multiple HHS provisions (Parts CCC and DDD) lapse unexpended balances into the general fund with specified future effective dates.

The committee also approved Part F1, increasing the governor’s authority during a declared state of emergency to distribute up to $4 million (raised from $400,000) from the budget stabilization fund to nonprofits such as food banks and soup kitchens that serve low‑income people without charge. Representative Sharm clarified during debate that the authority applies only when a declared emergency lasts more than 10 days.

On personnel timing, Part ZZ authorizes a small number of limited‑period positions scheduled to expire at the end of June to continue through Nov. 1, 2026, preventing lapses if implementation of budgeted programs is delayed.

The committee also moved Part Z, authorizing the state controller to forward $1 million for repairs to the T‑los dam in the Allagash Wilderness Waterway. Committee members asked who manages the dam; officials said the Department of Agriculture, Conservation and Forestry (DACF) manages the structure and that the project design was included in a 2026A Maine Governmental Facilities Authority (MGFA) bond issuance. The MGFA process is underway, with bond issuance expected in early May.
