Rules committee approves amended resolution to allow minor children on the Senate floor under member supervision

The Rules and Administration Committee on March 19 approved an amended committee resolution, SR 127-3, revising Senate floor rules to permit minor children to be admitted to the chamber under conditions set by the rule and with the member responsible for their supervision.

Senator Coleman introduced the resolution and delivered extended personal testimony about the difficulty of balancing parenting and legislative service, recounting experiences with infant care and breastfeeding while serving on the floor. "This institution is designed for women who want to carry children to fail," she said, urging colleagues to adopt a rule that allows parents to participate without forgoing essential caregiving responsibilities.

Members debated specifics, including whether the change should be temporary, the age range covered by the rule, food and drink on the floor, and operational concerns such as seating, security checks for older minors, and staff responsibilities. Secretary Bowden addressed the committee on potential operational issues, warning that the chamber is a "relatively constricted space" and advising members not to ask staff to provide childcare.

Committee members negotiated an A6 amendment that deleted an expiration date, clarified that "children admitted to the floor are exempt from Rule 17.6," and added the requirement that "the member must be responsible for the supervision of the member's children." The committee adopted the amendment to the amendment (6'to—3) and then adopted the amended A6 and the final resolution. A final roll call recorded the committee approving the amended SR 127-3 by a 6'to—3 vote; staff were directed to prepare the resolution for floor consideration.

Practical notes: Members and staff signaled they will continue drafting details to address security, seating, and supervision logistics before the measure reaches the full Senate.
