Phoenix Union board adopts climate action resolution after student appeals

The Phoenix Union High School District governing board voted to adopt a districtwide climate action resolution at its March 4 special meeting, responding to months of student and community advocacy and directing staff to perform an annual self‑audit of the district’s environmental impacts.
Student leaders and community members urged the board to act during the meeting’s public comment period. Natalie Mendes Hernandez, a Bioscience High School student, told the board that “climate action is not just an environmental issue. It is a public health and equity issue,” and asked directors to support the resolution so the district can “commit to protecting the health, opportunities and future of its students.” Another student speaker, Donna Huarez of Wilson College Prep, said passage would be “a crucial step forward” toward energy efficiency and renewable options on campus.
Why it matters: The resolution directs Phoenix Union to inventory greenhouse gas emissions, water usage and conservation efforts, school gardening and environmental education programs, and the prevalence of electric vehicles and electrified buildings. It also creates an internal task force of faculty, staff and high school students to monitor progress using dashboards and annual reporting beginning in the 2026–27 school year.
Superintendent Andrade and staff recommended adoption, thanking the Arizona Youth Climate Coalition and student organizers for their role drafting and pressing the initiative. Clerk Meyer read the operative language to the board, which included the district’s commitment to “performing a self audit and report on the current standing of the environmental impact” and convening a task force to monitor progress.
Board action: Representative Marquez moved the item to the front of the agenda and the board took the measure up immediately. During the roll call the members present voted in favor of the resolution and the motion carried.
What’s next: Staff said the resolution establishes an annual process; the newly formed task force will begin work in the 2026–27 school year and report back to the board. Board members asked staff to prepare a signed copy of the resolution for the youth organizers and consider a press release announcing the action.
