Jackson County commissioners on March 9 approved a professional services agreement with Kimley‑Horn and Associates for preliminary through final roadway design, NEPA/environmental work and related services for a county roadway project described in Exhibit A.
Staff summarized the scope: environmental and surveying work (including NEPA project management, environmental technical studies and a Section 106 assessment), cultural-resource and ecological surveys (with named subconsultants noted in the packet), preliminary and final roadway design (30% plan, specifications, opinions of probable cost), public involvement (up to one meeting per phase), utility coordination and bid support for FHWA project letting. The agreement was presented as a not-to-exceed fee with costs structured as direct labor plus audited overhead consistent with federal rates.
During the presentation staff said the fee breakdown aligns with the original grant estimate that supported the county's funding request. The chair called for a motion to approve the agreement and to authorize the chairman to sign; the motion was seconded. Commissioners did not request additional changes during the session.
County staff said the contract is the consultant portion only and that final construction costs and contract awards will follow later project phases.
