Jackson County advances local road program funding and district road choices

Jackson County commissioners on March 9 reviewed remaining Rebuild Alabama bond funds, picked priority road segments for each district and set funding motions for the next meeting. Staff presented packet figures showing a bond balance beginning at about $538,486.29 and an unobligated balance reported near $528,000 after prior obligations; staff said $188,030 would be needed to fund certain FY2025 (to be shifted to FY2026) local-program work.
The fund-balance review framed a district-by-district selection process. Commissioner Gully said he would resurface County Road 287 (0.7 mile) and divide his remaining 2.66 miles for targeted patching on County Road 91 and County Road 75, noting mileage limits require prioritizing the worst stretches. Other commissioners identified selected segments on mountainous routes (CR 33, CR 456, CR 766, CR 765, CR 107) totaling roughly 3.8 miles and said they would work with county staff to identify exact start/stop points.
District Three indicated it would seek work on County Road 18 from State Highway 40 to County Road 124 and use remaining mileage for County Road 30 problem spots. District Four outlined selections including CR 32 (2.1 miles) and short segments (184, 284, part of 140 and a 0.3-mile stretch) and clarified that the listed CR 140 segment runs from Trust Bridge south only.
Staff said the commission will add motions at its next meeting to approve expenditures of $188,030 for the FY2025 local program (figures will be adjusted to FY2026 as discussed) and an item listed in the packet as $349,78 for the FY2026 local program using Rebuild Alabama bond funds. Staff also said the commission will consider a motion to allocate up to $1 million from the general fund as reimbursement to gasoline-tax funds for 2026 local-road expenditures. Commissioners requested that staff prepare the selected road lists and bring them back for formal approval at the next meeting.
County engineer Jonathan (staff) and others emphasized that exact segment endpoints and final cost estimates will be finalized before the formal vote. The commission scheduled a vote on the allocations at its March 23 meeting.
