The Olive Branch Planning Commission approved the final plat for Phase Two of the Villages at South Branch, a residential subdivision that would divide about 11.86 acres into 43 single-family lots and three common open spaces. Staff said the layout matches the previously approved preliminary plat and includes two lot types (village lots and cottage lots) and necessary stormwater infrastructure.
Staff noted that some public infrastructure is installed (streets, utilities, and a roundabout) but sidewalks and landscape work remain incomplete; the developer must provide an irrevocable letter of credit plus 25% contingency to guarantee completion of public infrastructure not yet installed. Commissioners discussed alley construction standards and confirmed the project’s alley is not the V-shaped section used in some older developments and is designed to public-street thickness to increase longevity and reduce homeowners’ repair costs.
William Kell of WH Porter was present for the developer and staff recommended approval subject to standard conditions. Commissioner Dion Jones moved to approve the final plat with staff recommendations; the motion was seconded by Commissioner Diane Singer and carried by voice vote. The commission will forward the plat to the Board of Aldermen; recordation and completion of any guarantee requirements must occur before issuance of final permits.
