Bar said the planning process identified mission, vision and five core values (trust, quality, well‑being, sustainability and respect), and six strategic pillars: infrastructure and utilities; economic development, housing and land use; organizational strength; financial stability; community engagement; and parks, recreation and quality of life. Top priority items included establishment of a storm water utility, a long‑term streets strategy, and updates to the comp plan and housing study.
Bar recommended reviewing and refining priorities, setting timelines and responsibilities, adopting the three‑year plan (tentatively July 1, 2026–June 30, 2029), and conducting public engagement with civic groups and residents. He emphasized implementation accountability with quarterly updates to council so the plan does not ‘‘gather dust.’’ Several council members supported further refinement with incoming council members and scheduled a fuller discussion in May.
