Coppell planning commission reviews City Council actions and five applicants for comprehensive plan work

The Coppell Planning and Zoning Commission heard a staff summary of recent City Council actions and an update on the city's comprehensive plan procurement during its April 16 meeting.
Edmond Hostetter summarized council activity since the commission's last meeting, saying three ordinances were approved (an office/distribution center at Point West and Dividend for Lantana; a Tru Hotel on Northwestern Drive and Freeport; and a Lost Creek live/work ordinance). A planned development application for 767 West Main Street in Old Town was denied by the council, and the Shops at Sandy Lake hearing was continued to the April 28 City Council meeting to allow more public comment and meetings between the developer and homeowners. Hostetter also said Samaritan's Purse received PD approval for a new building and parking, but a waiver for tree mitigation fees was denied and the developer must pay the fees.
On the comprehensive plan, staff reported a second solicitation produced five proposals: Able City, Design Workshop, Westwood, Kimley Horn, and Planning Next LLC. Hostetter said the city will review the submissions, create a short list, and form focus groups and steering committees; tentative project timing discussed by staff included "summer '26, fall '26" as the earliest practical start after contracting and award.
Commissioners asked questions about timing and process; staff said they will provide additional scheduling details once the selection and contracting steps are complete. No formal action was taken on the comp-plan procurement at the April 16 meeting.
