The NEM Historical Commission reviewed a draft outreach flyer on April 13 and agreed a town website landing page plus a simple handout would help homeowners understand single-parcel and local historic districts.
Commission member Victor introduced the draft flyer, which emphasized why homeowners might consider designation and what could be modified over time. Members supported a combined approach: a concise printed flyer targeted to likely neighborhoods and a more detailed landing page on the town website that would list steps, contacts and frequently asked questions. The commission discussed working with the town communications director to host the material and to create links from town news posts.
Several members recommended a stepwise public outreach plan: first publish clear online guidance so residents who receive a mailer know where to go for next steps, then consider targeted mailings to neighborhoods where interest is likely. Miles and others volunteered to follow up on website content and contacts; the commission highlighted that the program is voluntary and does not impose fees on homeowners.
The commission also noted that local study committees evaluate proposed districts by investigating historic resources, mapping boundaries and recommending appropriate protections; commission members requested clearer public-facing explanation of that process. No formal vote was taken on outreach materials; members asked Victor to revise the flyer and to coordinate with staff for web publication.
