Monroe County CIB approves FF&E phase one budget and authorizes contract with RELo Strategies

The Monroe County Capital Improvement Board voted on March 25 to approve Phase One of the furniture, fixtures and equipment (FF&E) package and to authorize moving into Phase Two procurement and contracting.
Julie Hutcherson of RELo Strategies presented the Phase One budget and procurement approach, telling the board that the consolidated Phase One estimate was $2.954 million, below the $3 million cap. Hutcherson described procurement thresholds used to determine when direct purchase, three‑quote procurement or formal bidding would apply.
"We are still under the $3 million budget at 2.954," Hutcherson said. Mary Kpinsky of JS Held, who introduced the consultant team, recommended that the board approve Phase One and authorize progression into Phase Two for procurement and installation planning.
The board then moved and seconded approval of Phase One scope and budget and a recommendation to proceed into Phase Two procurement; a roll-call vote was recorded as 'yes' from John Wikart, Doug Bruce, Gayen Cassidy, Joyce Pauling, Jim Silverstein and Adam Tease. The motion passed.
The board also approved a contract to complete Phase Two with RELo Strategies. The Phase One fee already expended was $48,600; the Phase Two fee authorized at the meeting was $195,383, for a total commitment of $243,983 to carry the FF&E work through project closeout. The board moved, seconded and approved that contract by roll call with the same recorded votes.
What happens next: staff will proceed with Phase Two procurement work, preparing bids/RFPs where applicable and returning to the board for contract awards and purchase approvals as required by the procurement thresholds outlined by the consultants.
