Harbor commission allocates $10,000 for title searches on prioritized street ends

The Norwalk City Harbor Management Commission voted to allocate $10,000 on March 25 to pay for title searches on prioritized street ends after staff and counsel recommended confirming ownership before any development or public-access work.
Steve Klepin, staff, explained the Port Authority-funded study identified five priority street ends where adjoining property owners may have encroached on paper streets. "Before you guys go ahead and start planning out any activities on these site, let's make sure that we act we actually own these properties," Klepin said, summarizing corporate counsel's recommendation that a title search and historical-records review is the prudent first step.
Staff estimated a title search could cost about $5,000 per site but cautioned the figure was uncertain because some locations require deeper records research. Commissioners discussed whether to run searches one site at a time and which locations to prioritize; Chris McDonald and other members recommended starting with First Street and North Street, with Cove as a close third.
Commissioners moved and seconded an allocation of $10,000 from commission funds to cover one or two title searches. The motion passed, and staff said they would work with corporation counsel to engage a title-search provider and return with results before pursuing site development or grant applications for improvements.
