At a TRS webinar for inactive members, Sandy Benhart detailed retiree health insurance rules: TRIP (Teachers' Retirement Insurance Program) covers members generally under 65 and TRAIL is the Medicare‑age option.
Eligibility and enrollment timing Benhart said TRIP/TRAIL eligibility requires at least eight years of TRS service credit specifically with TRS (reciprocal service in other Illinois systems does not count toward the eight‑year minimum). Coverage can begin the first of the month following retirement; for APB recipients who do not receive a monthly TRS pension check, Benhart explained they must initiate coverage directly with central management services when they reach their retirement‑eligible age.
Plan types and example premiums TRS described three broad plan types during the presentation: an Illinois HMO (geographically limited), an open‑access national managed plan and a nationwide point‑of‑service (PO) option. The slides shown during the webinar included example monthly premium figures for individual and dependent coverage; the presenter emphasized those were examples on the slide and encouraged members to review official plan materials for exact rates. Medicare transition For members and dependents who become Medicare‑eligible at different times, TRS explained a 2025 rule change allows a Medicare‑eligible member to enroll in TRAIL while a non‑Medicare dependent remains on the under‑65 plan until eligible. Benhart said members must enroll in Medicare Part A and B as required by TRAIL and that TRS’s Medicare‑age plan is administered through a Medicare Advantage carrier.
