ARC adopts new public‑comment sign‑in rule, approves electrical board cost and authorizes property due diligence; Kenmar draw approved

At its meeting the Anderson Redevelopment Commission adopted several procedural and development items.
Public comments: The commission approved a change to its public‑comment rules requiring speakers to sign a form that includes name and address; the address will be placed on the form but not read aloud during public comment. The change was moved, seconded and approved by voice vote.
Infrastructure cost for Perfecto: The city controller asked the commission to pay $120,000 for an underground electrical board under Purdue Parkway to provide service to the Perfecto facility and future outlots. Commissioners approved Resolution ARC03‑26 to have the redevelopment commission pick up that cost as part of infrastructure recapture.
Former Hardies property: Staff reported the commission is pursuing acquisition of a small lot on Nickel Avenue (the former Hardies site) that has environmental issues. Indiana Brownfields funded a Phase I and is willing to provide a comfort letter to limit potential environmental liability prior to purchase; a price of $75,000 for the parcel was cited and the commission authorized staff to pursue drafting the comfort letter and next steps.
Kenmar draw: The commission reviewed draw #22 for the Kenmar project, discussed leasing commissions, retainage and percent complete (about 88%) and approved the draw as presented. Staff noted the city portion of the draw and the contractor’s share and that a final retainage balance remains until project completion.
The commission also set a special meeting on March 3 to open bids for vegetation‑control projects and scheduled its regular meeting for March 10 to award contracts.
