The House Committee on Commerce & Economic Development reported favorably April 21 on draft 3.1 of S.1173, a strike‑all amendment that restores a streamlined notice form and clarifies injured workers' vocational rehabilitation rights. Sophie of the Office of Legislative Council presented the draft and said the amendment narrows prior, broader changes to a concise set of protections.
Under the revision, the form provided to injured workers would clearly explain rights including the choice of providers, the right to challenge determinations and an explicit right to request vocational rehabilitation services in the future if a work injury affects the worker's ability to earn a pre‑injury wage; it also adds reimbursement for related expenses. Sophie told members she had grouped the working‑group questions into three topics—initial screening, vocational rehabilitation generally and wage‑replacement benefits—to make stakeholder review more focused.
