On March 3, 2026 the Kokomo City Board of Zoning and Appeals approved a variance (case P5V26) allowing the use of a GeoCell ground‑cover system in lieu of conventional asphalt or concrete for internal roads and parking pads at a proposed RV park at 4410 South 150 East.
Petitioner Jodi Serret said a 6‑inch GeoCell system with compacted aggregate provides a structurally stable, load‑bearing surface suitable for RVs and emergency vehicles, reduces runoff by improving infiltration, and preserves a park‑like aesthetic. Serret told the board she had contacted multiple manufacturers and operators and cited at least one U.S. RV park that reported successful performance with the product.
Staff recommended approval and said the alternative cover would not create safety hazards or encroach on easements. Staff pointed to endorsements from county surveyor Greg Lake and the city head of engineering, John Pike, who told staff that the GeoCell approach would improve drainage where the Theodore Applegate regulated drain runs through the property.
Board members asked about parking capacity and operational precedent. Petitioner said the current plan shows 74 spaces. After questions, the board called for a voice vote and approved the variance; the motion carried by voice vote.
The variance applies only to the internal road and pad surface material; the board and staff said other development standards, stormwater requirements and site‑plan review remain in force and will guide final construction details.
