Town Council approves emergency-storm declaration extension, multiple contracts and Uptown Normal TIF ordinances

The Normal Town Council on April 20 extended an emergency declaration tied to recent storm damage so staff can gather damage tallies that may qualify affected residents for aid.
Mayor Koos and council members moved and approved the extension so emergency management could collect data over the next several days. The resolution passed by roll call.
In a consent/omnibus vote the council approved several contracts and routine items: acceptance of bids and award of a $275,154 contract to Stark Excavating Incorporated for sump pump discharge and storm sewer improvements; award of the Linden Street water-main improvement contract to George Gilner Incorporated at a total cost of $1,338,191 (with an associated budget adjustment); a three-year agreement with Gateway Fireworks Displays of St. Louis for the annual Fourth of July fireworks in 2026–2028; a professional services agreement with Marsh McLennan Agency for insurance-broker services; and a $63,000 contract waiver and award to Surf Prep Incorporated for the fire department apparatus-bay resurfacing project. The omnibus vote also approved the final plat for Bramble Hall subdivision (300 West Willow) by expedited process.
Council also approved a separate resolution to purchase a modular playground unit and poured-in-place rubber surfacing for Rosa Parks Commons from Cunningham Recreation for $179,629.74.
On development finance matters, the council approved a package of ordinances renewing and adopting tax-increment financing (TIF) for the Uptown Normal area. Council members said the key change from earlier drafts is that the Normal Public Library property will remain in the existing Uptown TIF to maintain contiguity; staff explained that change was the only substantive alteration from previous action.
All votes described above were conducted by roll call and were approved by the council.
