Mayor Herb Dobie asked council to confirm his appointments naming Scott Sides to the Industrial Park Committee and as Torrington's director on the Municipal Energy Agency of Nebraska (MEAN) board. The mayor explained that Scott Sides will replace the retired Dana Yutes and that the appointment as MEAN director follows the city's contract relationship with the public agency.
Dobie read Resolution 2026-4, which cited Nebraska Revised Statutes Section 18-2420 and Section 18-2435 as the statutory mechanism for municipal appointment and certification of directors to the MEAN board. Council asked procedural questions about meeting frequency; the mayor said MEAN meets quarterly and that Torrington purchases a significant share of its electricity through MEAN.
Councilman Deal moved to approve Resolution 2026-4; Councilman Kelly seconded. The council voted to approve the resolution and to confirm Scott Sides' appointments.
