Spanish Fort delays Longleaf golf-course maintenance facility amid wetland-buffer questions

The Spanish Fort Planning Commission postponed action on a proposed 9,000-square-foot golf-course maintenance facility by Mag 7 LLC after staff said they had not had time to complete review of a late resubmittal. Staff described the project as a 3.68-acre site with about 57% of the lot proposed for hard surfaces and said several technical comments remained open.

Casey, a planning staff member, told commissioners the resubmittal arrived late and staff only received the revisions while the meeting was in session; because of that compressed timeline staff could not recommend approval at this meeting. The applicant pplicant representatives said they were willing to work quickly and asked for a special meeting so the commission nd staff could resolve outstanding comments without waiting a month.

A central unresolved issue was whether riprap at the pond outfall would be allowed inside the wetland buffer. Staff noted the zoning ordinance and buffer rules generally limit disturbance in buffer areas to certain activities, and some commissioners expressed concern about setting a precedent for disturbance. Engineers and the applicant suggested alternatives, including raising the pond elevation or shifting the outfall to keep the riprap outside the buffer while preserving hydraulic function.

Commissioners and staff agreed to hold a special meeting at 6 p.m. before the next work session to allow time for technical revisions and for staff to complete its review. The commission recorded that staff and the applicant will explore site adjustments (shift the outfall, raise pond elevation or move riprap) and return with a revised plan and staff recommendation.
