House committee confirms two Public Utilities Commission nominees after public support

The House joint committee on Judiciary and Governmental Operations and Transportation and Infrastructure voted on March 12, 2026 to confirm the renomination of James S. Cyro and Oscar Patrick Kitua to the Commonwealth Public Utilities Commission.

Jean Paulo B. Reges, special assistant to the governor, introduced the nominees and summarized their experience, saying the governor and lieutenant governor “placed their full trust and confidence in Mr. Kirua and Mr. Cyro to serve as a member of the public utilities commission.”

Jack Angelo, vice chairman of the Commonwealth Public Utilities (CPU), spoke during the public-comment period in support of both nominees and urged additional oversight of the utility, saying he gives his “full ... support for the two members up for renomination” and called for a third-party audit of the Commonwealth Utilities Corporation (CUC).

Committee leaders and several members voiced support for the nominees’ experience and public service. Representative Daniel Aino praised the nominees’ “humility” and professional background and urged colleagues to vote in favor. After brief remarks and a short recess, the committee moved, seconded and carried a motion to adopt a committee report recommending confirmation; the chair announced the motion carried.

James S. Cyro was not present in the chamber but was recognized by members and supporters; Oscar Patrick Kitua addressed the committee in person and made brief remarks about his background in education and community service.

The committee’s favorable report advances the nominations to the next step in the confirmation process.
