Everman council adopts multiple administrative resolutions, funds seasonal street hires and authorizes lease

At its March 10 meeting, the Everman City Council approved a package of administrative measures and short-term staffing changes across several departments.
Key actions included:
- Adoption of Ordinance No. 848 to update the city's drought contingency and emergency water-management plan (required by the Fort Worth contract and state law).
- Adoption of Resolution 2026-03-02 to amend vacation and sick-leave payout calculations, specifically correcting a disparity affecting firefighters who accrue leave at a different rate for 24/48-hour shifts; staff said no prior claims were identified.
- Adoption of Resolutions 2026-03-03 and 2026-03-04 formally adopting a cybersecurity policy and an asset-management policy, respectively; staff said the cybersecurity adoption was a grant requirement and the separate asset policy was required to qualify for federal funding.
- Adoption of Resolution 2026-03-01 ratifying an interlocal cooperation agreement with Tarrant County to reconstruct parking lots at the city's animal shelter; staff said the arrangement carries no cost to the city.
- Approval of Resolution 2026-03-05 to create three part-time seasonal street-maintenance positions for April–June, funded from the street-improvement tax fund. Staff estimated the total salary cost for all three positions would be less than $25,000; the positions are temporary unless later appropriated in the annual budget. The measure is intended to provide dedicated crews to address potholes and increased maintenance needs during the rainy season.
- Appointment of Randy Sanders to the Planning & Zoning Commission for a term through Jan. 8, 2027.
- Following executive session, the council authorized the city manager to negotiate and execute a lease with Soccer 5 USA for property at 400 Witchah on terms discussed in the closed session.
Staff also reported one-response interest (Grossman Design-Build) to an RFQ/RFP for the animal-services shelter design-build; staff said negotiations are underway and a contract may return to council at the next meeting. The meeting closed with a city-manager update and a reminder of a mid-year budget workshop scheduled for April 17 at 1 p.m.
