Elbert County commissioners approve contract extension, budget supplements and 2026 mill levies

Staff presented a second-amendment extension to the Wellpath inmate healthcare services agreement that exercises the first one-year option in the contract. Staff said Wellpath agreed to proposed language fixes related to independent-contractor wording; the board approved the amendment and extension.
Finance Director Tiffany Hermas opened a public hearing on 2025 supplemental appropriations and described the requests: an additional $1,000,000 for the General Fund (funded by additional revenue), $750,000 for the Road & Bridge Fund (fund balance), $6,000 for the Sun Country Meadows debt service fund (fund balance) and $700,000 for the Elbert County Impact Fund (fund balance). After no public comments, the board approved the supplemental appropriations by unanimous vote.
The board also approved 2026 mill-levy certifications for county mills (general fund, road & bridge, human services and retirement) and a separate certification for the Sun Country Meadows Public Improvement District. Commissioners then approved sponsoring the county's representative, Brenda, to serve on the Centennial Airport Noise Roundtable Board for 2026; staff said no dues were required for 2026.
