Hampden board authorizes MVP grant application for town hall stormwater demonstration project

The Town of Hampden Select Board voted March 9 to authorize staff to submit an application for a Municipal Vulnerability Preparedness (MVP) grant to install a stormwater Best Management Practice demonstration on town hall grounds.
Staff said the site contains several drainage outfalls and the demonstration would enhance education and resilience in a publicly accessible area. The town’s stormwater consultant would prepare and submit the MVP application; the board authorized the consultant and staff to proceed and authorized the chair to sign the application.
Meeting participants said the grant would not cover all design costs; the unmet design expense was estimated at $4,888 and the town has about $12,000 remaining in the stormwater operating budget to cover those costs if the grant is awarded. The board discussed whether to do design and construction in a single year or stage design first and construct in a later fiscal year.
Members noted the MVP program’s emphasis on education and suggested coordination with the conservation commission and library for community outreach around the demonstration project.
