Market rental rate study (Resolution No. 7083): The council authorized a professional services agreement with BAE Urban Economics, Inc. to perform a market rental‑rate study for city‑owned properties. Finance Director Minnie Moreno said BAE was selected through an RFP and the work is fully budgeted at $29,960.
Human Resources director appointment (Resolution No. 7084): Council ratified the city manager’s employment agreement with Isabelle Carlos, who has served as interim HR director since January. The contract lists a monthly salary of $14,963.50 ($179,560 annually) and standard exempt employee benefits.
City clerk and treasurer policy (Resolution No. 7085): The council adopted a policy aligning the attendance and duties of the city clerk and city treasurer with statutory attendance requirements and existing municipal practice.
Council salary item removed: Item 9B, a proposal to increase elected‑official salaries, was removed from the agenda because Council Member Marcus Chavez was absent; the mayor said the item will be re‑advertised and returned to a future meeting so the full council can consider it.
Next steps: Staff will post the AB 1600 fee accounting reports as required, execute the BAE agreement, and finalize the HR employment paperwork; the council scheduled a May 5 budget workshop and canceled the May 6 regular meeting.
