County staff outline parks projects funded by BCSI and reallocate Woodward funds to ADA projects

County parks staff presented a progress report March 3 on projects funded through the Building Community Services Investment (BCSI) program and the board approved staff recommendations to reassign certain project funds.
Parks Director Tara Chumley and GSA representatives described BCSI‑funded accomplishments across neighborhood parks and regional reservoirs: new picnic pads and tables, resurfaced courts, new playgrounds, solar lighting installations, monitoring wells at reservoirs added to meet Water Board requirements, and a full renovation of Bonita Pool. Staff said BCSI funds have supplemented grants and other local investments and highlighted the safety and accessibility work underway.
Because South San Joaquin Irrigation District exercised early termination of the license at Woodward Reservoir, staff recommended redirecting the Woodward ADA project funds to Modesto Reservoir ADA dock and restroom improvements and to Salida Park ADA playground upgrades. The staff package described several recommended budget adjustments (including $175,000 from GSA ADA budget and capital project increases) and asked the board to accept the update; the motion passed unanimously.
GSA staff emphasized that BCSI is part of a $48.5 million county commitment approved in 2022 that allocated $10 million each to the library and parks departments and approximately $28 million to general services. The county’s general services agency estimated it manages about $40 million of the allocated projects, some of which leverage additional state or grant funds. Supervisors praised projects that are complete or in construction and asked staff to continue public updates and timelines.
Board action: the board accepted the BCSI parks update and approved recommended budget and project adjustments in a unanimous vote (5‑0).
