Codington County commissioners approve highway supply awards, separate steel‑pipe and bridge‑lumber purchase

Codington County commissioners approved multiple contracts for highway supplies and weed-control chemicals during their March 3, 2026, meeting, separating the corrugated-metal pipe and bridge-lumber award from the remainder of the highway supply package.

The board heard a detailed staff presentation of bids for concrete pipe, box culverts, corrugated/steel pipe, bridge lumber, fuel, liquid asphalt, gravel crushing and asphalt patching. County staff reported that Rinker and ChemCast were among bidders for concrete and box culvert items, True North/Beetle County handled corrugated/steel pipe procurement, and local vendors submitted gravel and asphalt patching bids. "Rinker came in with the lowest bid" for several concrete-pipe sizes, staff said. Specific line-item prices were read into the record as presented in the packet.

Commissioner Brenda asked that the county keep the Beetle County/True North bid for corrugated metal pipe and bridge lumber separate from the larger bundled motion, and the board made a substitute motion to award the corrugated-metal pipe and bridge lumber from the county bid. The substitute motion was seconded and carried. The board then approved the remaining highway-supplies awards in a separate motion; the record shows the motions carried but does not record a roll-call tally.

Steve, the staff member who later presented weed-chemical bids, commended the process and then presented three vendors for weed-control products: VanD Supply, Nutrien Solutions and Dakota Seed Center. The recommended awards covered glyphosate and other branded and generic formulations and were approved by motion (mover Johnson; second Melhaney). Again, the motion carried with the meeting recording only the board's voice vote.

County staff emphasized that the bid packet lists vendor-specific line items and the prices read into the record are those submitted; several numeric line items in the oral record were difficult to parse and are reported here as read from the packet. Where the packet listed only one bidder for a specific item, staff recommended awarding to that bidder.

The contracts cover materials and consumables used in the county highway program for the coming year; contract execution and vendor delivery details were not discussed in depth at the meeting. The board moved on to other routine business after the votes.
