Planning Board continues Easy Street subdivision review, sets March 18 sitewalk and April 7 public hearing

The Saco Planning Board on March 3 continued completeness review of an 18-lot single-family subdivision on Easy Street (Eastern Trail Estates 2) and set a sitewalk for March 18 and a public hearing for April 7.

Austin Fagan of BH2M, representing Kevin and Steven Bolier, described the proposal: a loop road (Bolia Road) tied to the existing Mary's Way public road, 18 single-family lots served by public water and private septic, one wetland impact of about 3,600 square feet that will require Army Corps approval, and stormwater controls under city and state standards. Fagan said the applicant has received third-party reviewer and city comments and planned to supply outstanding items—financial/technical capacity documentation, covenants, a lighting plan, and an archaeological/historic review tied to required wetland permits—prior to final approval.

Board members and staff asked for clarifications on intermunicipal access (a portion of the roadway crosses into Old Orchard Beach), responsibility for maintenance if the road is accepted by Saco, mailbox and trash logistics, septic limiting factors and the need for backup reserve areas for subsurface disposal, and stormwater treatment and easement locations. The city engineer and staff will continue coordination with Old Orchard Beach on access, drainage and acceptance logistics.

The board voted 6-0 to continue application completeness to April 7, schedule a public hearing for that meeting, and to hold a sitewalk at 8 a.m. on March 18 that will invite the Conservation Commission.

Next steps: applicant will provide the missing checklist items ahead of the April 7 review; staff will continue coordination with Old Orchard Beach and the city engineer on drainage and easements.
