Goodyear council approves consent agenda and honors retiring city manager Winnette Reed

At its March 2 meeting the Goodyear City Council approved the consent agenda by unanimous vote. The items approved by title included routine business and grant-related actions: approval of minutes; budget amendments and related expenditure authority; a grant pass-through agreement with the City of Phoenix for Federal Transit Administration funds; and three resolutions authorizing Title VI implementation and authorizing submission and administration of several grant applications and pass-through awards.
City Clerk read the items by title and the council moved and seconded approval; the clerk announced the vote carried 7–0.
After the consent vote, the council presented a proclamation recognizing City Manager Winnette Reed’s retirement effective March 6, 2026. The proclamation and subsequent tributes highlighted Reed’s nearly 40-year career in public service, more than a decade with Goodyear, and accomplishments including economic development projects, employee engagement work, and a focus on infrastructure and public safety.
Council members and regional colleagues offered personal tributes; Reed thanked staff and council and described the work as a team effort. The meeting recessed later for an executive session vote called by the mayor.
