Commissioners discussed other American Rescue Plan-funded projects and the requirement that ARP funds be encumbered by Dec. 31; staff said approximately $57,000 remained and that larger encumbrances would need contract or PO action before year-end.
The court authorized issuing RFQs for architectural services and approved the proposed plan to move library services and the Extension Office into the building, subject to later budget and bid results. Commissioners emphasized the need to collect competitive bids and to avoid encumbering ARP funds in ways that would block higher-priority projects.
Next steps: staff will advertise the RFQ, solicit proposals for architectural services, and return with scoring recommendations and cost estimates for the renovation and any ARP funding allocation needs.
