Russell, the vendor representative, presented the proposal and outlined a month-to-month arrangement with transition credits and a recommended 12-month activation to obtain free phones; staff said cancelation would not trigger the full $14,000 device charge during the initial transition period. Commissioners discussed the cost of replacing on-site servers versus vendor-hosted services and decided the Intermedia option would be less disruptive and more cost-effective than an in-house server upgrade estimated at roughly $65,000.
"If you don't want all the bells and whistles you don't have to use them," Russell said during his presentation, describing features that would allow existing desk phones and additional capabilities. Commissioners sought assurances on dual-billing during transition and were told Intermedia would provide a 45-day credit so the county would not pay overlapping bills.
Following discussion, the court approved a one-year term to allow the county time to evaluate the system and train staff. The court directed county IT to coordinate the 45-day transition window and to return with a usage plan for servers and any required Microsoft build-out or back-end contracts.
Next steps: IT and procurement will finalize the Intermedia contract details, schedule the transition and prepare staff training and an inventory of devices to be kept active for the 12-month period.
