Brookline Select Board authorizes hybrid special town meeting and a new warrant‑tracking process

The Select Board voted Sept. 10 to approve a hybrid format for the Nov. 19, 2024 special Town Meeting and authorized staff to implement a new process to track the outcomes of warrant articles publicly.

Town staff reported that 20 warrant articles were filed for the special meeting, including items on collective bargaining, a veterans tax program, multiple zoning and bylaw amendments (including accessory dwelling unit changes tied to recent state law), tree preservation, and two resolutions on Jewish Heritage Month and a ceasefire between Israel and Hamas. The board voted to approve the closed warrant and the moderator’s request for a hybrid meeting.

In response to town‑meeting members’ requests for better post‑warrant transparency, staff proposed a memorandum of understanding and a web dashboard that will list warrant articles, current status, contacts, and next steps. Town staff said they will update the dashboard quarterly and keep it current until an item reaches a "no further action" status.

Select Board Chair Bernard Green and other members noted the proposal would allow members to track articles without filing separate warrant articles on procedural matters. The board authorized the Town Administrator to finalize and execute the MOU with the moderator and town clerk, subject to minor editorial edits.

Next steps: staff will finalize the MOU, publish the warrant tracker on the town website, and update the Select Board packet with licensing panel and committee minutes where appropriate.
