Facilities staff presented line items that included carpet replacement in the correction center and atrium, replacement of aging washer/dryer units used in the jail, a new 17–24‑ft man lift for routine maintenance (estimated about $20,000), and engineering and phased construction funds for resealing expansion joints on the county office building. Staff said full replacement of elevator electronic controls across three cars could be in the $400,000 range if interior remodels are omitted; a 2023 Otis estimate that included interior work had been $420,000.
County staff recommended dedicating funds this year and carrying a balance to 2027 to cover engineering, bidding and construction management for the large exterior‑joint repair, which staff estimated could reach as high as $600,000 if fully scoped. Commissioners discussed timing and the trade‑off between phasing the work over two years or funding more now to avoid duplicate mobilizations; several members favored dedicating roughly $300,000 to carry into next year.
Supporters said routine building maintenance is a core county responsibility and that replacing worn materials now would improve staff workspaces and public areas. The commission moved, seconded and approved the capital improvements package; the motion passed unanimously.
The county will proceed with the smaller purchases and start engineering for the large exterior joint project; timelines for construction depend on bidding schedules and weather, and staff said some items would require third‑party specialists because of access limits to higher elevations.
The vote followed a detailed staff presentation and a discussion of storage options for a potential lift, sequencing of work to avoid redundant expenses, and the treatment of elevator interiors vs. controls. The commission approved the staff‑recommended list and carryover funding for the larger multi‑year project.
