Mills County awards $1.797 million L63 surface-rehab contract to Western Engineering

The Mills County Board of Supervisors voted to award the L63 Surface Rehabilitation contract (Project STP SC0651245E65) to Western Engineering for $1,797,199.74.
County staff described the project as surface rehabilitation beginning at the Melbourne city limits and continuing south approximately four miles to Adit. Funding for the work was identified as federal Surface Transportation Block Grant (STBG) funds supplemented by highway-safety funds (HIPP) and a farm-to-market supplement to cover remaining costs.
An engineer advising the board noted that paving requires hot-mix temperature conditions and discussed the possibility of a late-summer start (a date discussed in the meeting was Aug. 24). "We'll have those conversations with them once we get the contract signed," staff said, noting schedule coordination and weather-dependence for the asphalt mix.
The board authorized the award so staff can execute the contract, and county engineering will coordinate the notice-to-proceed and construction schedule with Western Engineering. The board directed staff to report start-date confirmation and construction timing back to the supervisors once known.
