The Amherst County Board of Supervisors on March 3 approved a one-year web-hosting agreement with CivicPlus and appropriated $36,837 from the county's unobligated general fund to cover migration and the first year of hosting.
Staff said the county must replace its current vendor after CoreLogic notified clients it is sunsetting the application. Jackie Sale, IT staff, told the board that the county had reviewed multiple vendors and recommended CivicPlus for pricing, migration support and compliance work. "Staff is requesting $36,837 from an unobligated general fund to cover the first year and one-time cost to migration," Sale said.
Victoria Ammerson, a CivicPlus representative, emphasized accessibility and compliance with federal and state guidance, including Department of Justice guidance and Virginia House Bill 2541. Ammerson said the vendor handles the majority of technical migration work: "So, we are deemed professional services. We handle 85% of the uplift. We expect your staff ... about three to five hours a month of time." She warned the board that accessibility litigation and complaints exist and can carry civil penalties, citing that some lawsuits in 2024 reached roughly $84,000 and that annual compliance costs are typically far lower than litigation exposure.
Board members asked about contract duration and implementation. Staff said the contract is structured as an annual agreement and estimated a six- to eight-month implementation window, with CivicPlus performing most of the migration work and county staff responsible for approvals, branding and legacy document transfers.
Mr. Adams moved the appropriation and selection of CivicPlus. The motion passed in a voice vote; board members recorded no roll-call tallies in the meeting record. Staff will direct the migration project and return to the board as needed during implementation.
Background: county staff said CivicPlus already provides other solutions to the county and that the replacement was prompted by the vendor sunset and by the county's desire to improve WCAG accessibility scores and online service delivery.
