A feasibility study on active Intelligent Speed Assistance (ISA) devices presented to the Legislative Transportation Committee concluded that active systems that physically limit acceleration can substantially reduce severe speeding, but that they have technical limitations and depend on map and GPS quality.
The presenter, Elena, summarized international and U.S. pilots. "When ISA physically limits acceleration, speeding drops almost immediately," she said, citing London pilots (20‑ and 30‑mph corridors) that reduced time spent speeding from about 18% to 1–3% in 20‑mph zones, and New York fleet pilots showing roughly 50% reductions on 25‑mph streets and about 82% reductions on 50‑mph roads.
Elena described common ISA approaches such as throttle limiters (which prevent further acceleration at the speed limit but do not apply braking) and said systems rely on precise GPS and up‑to‑date digital speed maps. She reported limited public cost data: New York’s pilot described roughly $1,500 per vehicle; commercial vendors quoted subscription pricing of $75–$150 per month depending on fleet and installation variables.
Committee members asked how ISA compares in cost to ignition‑interlock alcohol devices and whether ISA could be used in rehabilitation programs for reckless drivers; Elena said she had not studied interlock pricing and DOT staff said they would follow up with the Department of Motor Vehicles and legal counsel for comparative analysis.
The study recommended further field evaluation and noted that ISA technology is mature in large pilots but must be deployed with attention to map accuracy, tamper resistance, and clear performance monitoring.
