Clatsop County staff seek to adopt web maps as official zoning map; no zoning changes proposed

Jason Pollock, the county planner, said staff reviewed all prior zoning ordinances, corrected digitization errors, and aligned web map boundaries to property lines and previously adopted crease/resource base maps. "We don't propose any new zoning," Pollock said, adding that digital updates were for clarity and to make zoning information more accessible than aging paper wall maps dating to the 1980s.
Staff notified property owners as part of the public process. Pollock said roughly 212 property owners received notice as part of the three‑phase process; about 64 upland property owners received detailed before‑and‑after maps under the Measure 56 notification requirement. Only one person asked for further detail in the initial outreach period.
Gail Hendrickson, community development director, told commissioners the county would keep and preserve paper wall maps and would not destroy historic papers. Assessment and taxation staff (Chris Leer) confirmed the digitalization project will not change assessed value or trigger tax reassessments because the technical updates do not constitute a zone change.
What happens next: staff will present the proposal to the planning commission and the board expects a first reading of Ordinance 26‑02 in April during the formal hearing schedule. The adoption would formalize web maps as the official, accessible zoning resource for unincorporated Clatsop County while keeping paper maps on file for historical reference.
