The Wilmington Planning Commission unanimously recommended approval on March 4 to rezone a 0.125‑acre property at 910 South 8th Street from R5 (medium‑density residential) to UMX (urban mixed use). Commissioner Collier moved for approval, Commissioner Pollock seconded, and a roll‑call vote recorded Collier, Adams, Pollock and the chair voting in favor.
Staff planner Mr. Rodermaker told commissioners the site sits at the corner of Dawson Street and South 8th and is currently the location of a single‑family home. Staff found the request consistent with the Create Wilmington comprehensive plan and neighborhood‑scale infill policies, and recommended approval. Staff noted adjacent properties include an under‑construction mixed‑use project to the north and a townhome project across South A Street.
Applicant representative Cindy Wolf said the property owner intends to recombine the 33‑foot lot with the adjacent under‑construction project to provide parking for that development. Wolf said the narrow lot would not likely support standalone development and described the rezoning primarily as a way to align the zoning map with on‑the‑ground redevelopment patterns.
Commissioners asked about potential unit counts, parking and whether UMX requires mixed uses; staff said UMX allows but does not require mixed uses and that UMX removes setbacks and parking minimums to encourage denser, transit‑oriented development. Commissioners also raised concerns about the loss of one single‑family home and the potential for the lot to become surface parking; Commissioner Collier said he would hope any parking introduced would be screened and use pervious materials where feasible. Staff noted that a Type A buffer is required adjacent to residential zones and that buffering will be reviewed at Technical Review Committee (TRC) when site plans are finalized.
The public record included one written comment in opposition. The commission closed the hearing and voted to recommend approval to Wilmington City Council. Under the city’s appeal rules, an applicant may appeal an unfavorable recommendation; the packet noted appealed items are tentatively scheduled for the April 21, 2026 City Council meeting.
The Planning Commission’s recommendation now goes to City Council for final action.
