School board approves $221,216.66 contract for Armel Elementary playground using Sourcewell cooperative purchase

The Frederick County School Board on Aug. 19 approved a $221,216.66 contract award to PlayPower LT Farmington Incorporated for new playground equipment at Armel Elementary School, a vote the board approved unanimously by voice.

Staff presented renderings and described the procurement as using Sourcewell, a cooperative purchasing program that the presenters said brings economies of scale and faster procurement. “This cooperative purchasing program, what it allows us to do it saves time on the procurement end … we get economies of scale, better pricing,” Mr. Thompson told the board while reviewing the procurement approach.

Presenters said the project was budgeted at $250,000 and that comparable recent playground purchases in neighboring divisions ranged; one nearby elementary playground of roughly half the size cost about $180,000. Board members asked for public-facing explanations of value engineering and regional comparisons; staff said they had reviewed other divisions’ recent purchases and believed the price represented value.

Board member Mr. Adkins and others emphasized transparency in presenting budget and comparison data to the public. The motion to award the contract to PlayPower LT Farmington Inc. for $221,216.66 was seconded and passed by voice vote.

What was authorized: the chair was authorized to execute the contract documents after usual legal review. Staff noted the project remains under the $250,000 budgeted amount and indicated installation and site-development costs were considered.
